You can type.  Sometimes the alignment of bases is off due to the width of each letter.  Be careful.

Word in Office 365 has a drawing tab.  Use a stylus (digital pen) so that your work is legible.  Another option:  You can also upload the file to Windows whiteboard and write on the document there.  Text boxes can be used, however, make sure that you draw a line to what is being labeled.
